Biography of Carl W. Block
Ocean County Clerk
As one of Ocean County’s Constitutional Officers, Carl W. Block is responsible for
the administration of a broad range of services offered by the County Clerk’s Office
including the supervision of the filing and recording of all documents affecting real estate
ownership/transfer throughout Ocean County, assisting residents in obtaining Passports for
foreign travel, issuance of Courtesy Photo Identification Cards and the administration of all
elections within the County.
County Clerk Block served as Ocean County Deputy Clerk for sixteen years before
his election as the County Clerk in 2003. He began his public service in 1982 as a member
of the Stafford Township Council. In 1983 he was elected Mayor of Stafford Township and
continues in that post today. An Ocean resident for more than 34 years.
From 1970 to 1976 Mr. Block served in the New Jersey Army National Guard receiving an Honorable
Discharge as Staff Sergeant.
Governor Christine Todd Whitman appointed Block as a Commissioner to the South
Jersey Transportation Authority in 1998 and the South Jersey Transportation Airport
Advisory Committee in 1997. He is a Member of the Executive Committee and was President
of the New Jersey State League of Municipalities in 2002. He serves on the Board of Trustees
of the Southern Ocean County Hospital. He is the Secretary of the Ocean County Mayor’s
Association and a member of the Southern Ocean County Chamber of Commerce, Ocean
Acres Civic Association, Manahawkin Elks Lodge 2340, Manahawkin Moose Lodge 1575
and a member of the Board of Trustees of the St. Francis Community Center.
He and his wife, Catherine, have two daughters, Rana, 25 and Lauren, 19. They attend
St. Francis Roman Catholic Church in Brant Beach.

Biography of Scott M. Colabella
Ocean County Deputy Clerk
Scott M. Colabella began
his public service in 1982 as an Assistant to Governor Thomas
H. Kean. From 1982 to 1986 Mr. Colabella served as Deputy Director and later Acting Director
of the Governor’s Office of Constituent Relations. In 1986 he was appointed by the Governor as
Special Assistant to Glenn R. Paulsen, Director of the State Division of Motor Vehicles. In 1988
Colabella was a candidate for U.S. Congress in the Republican Primary for the Third
Congressional District. From 1989 to 1993 he served as Executive Director of the Ocean County
Republican Organization. Mr. Colabella was appointed as Executive Assistant to Ocean County
Clerk M. Dean Haines in 1993 and served in that position for nearly eleven years until his
appointment as Deputy County Clerk on January 1, 2004.
Deputy County Clerk Colabella graduated from Rider University in 1981 with a Bachelor
of Arts Degree in Political Science. He is a member of the International Association of Clerks,
Recorders, Election Officials and Treasurers (IACREOT) and a member of the Constitutional
Officers Association of New Jersey (COANJ). He is a former County Committeeman. In 1981,
he served as an Intern in the Washington Congressional Office of the Hon. Christopher H. Smith
(R-NJ District 4).
In 2006 the Constitutional Officers Association of New Jersey (COANJ) named Deputy County Clerk Colabella
as the recipient of the Rita M. Rosenberg Memorial Award for his past and future years of dedicated service
and hard work to advance the ideals, principles and philosophy of COANJ.
Mr. Colabella is a resident of the Borough of Barnegat Light on Long Beach Island where he serves as a
member of the Board of Trustees of the Northlight Harbor Condominium Association. He is the son of the
late Alfred V. and Betty M. Colabella. He has one sister, Edith Colabella-Kolodziej and two
brothers, Alfred V. III and Robert, four nephews and three nieces.
